Managing Partner (Ex-Registrar of Land Titles)
He’s a specialist Land & Real Property Transactions and related litigations. He’s a former Registrar of Land Titles (2006 - 2017) and Lecturer of Land Transactions at the Institute of Legal Practice & Development (ILPD). He’s a Practicing Lawyer, fully registered with Rwanda Bar Association (RBA) & East African Law Society (EALS).

The Law Firm & Affiliated Associate Attorneys are individually/collectively with outstanding experience & commendable technical know how in multiple land services for over 14 years. The Law firm is specialized in land related transactional services ranging from simple to complex legal advisory services; Conveyancing services, due diligence on land properties subject to purchases or loan securities, mediation in land related property ownership or boundary disputes, formulating standard contracts, reviewing managing Client’s contracts, expropriation rights & related transactions or litigation, capacity building in land policy, land laws & transactions, advanced land surveys and/or land valuation services, consultancy in legal review and/or research of policies, laws, private notary & land notary services, assisting and/or representing clients in courts, conformity requirements for Foreigners’ land acquisition & required business plans.

Commendable Experience in Land Property Titling (2007-2017): The Managing Partner of the Law Firm being an appointee of the Cabinet of Ministers as Registrar of Land Titles and Public Land Notary and having served in this capacity for over 10 years, in the Northern Province from (2007 2016) & relocated in the Western Province in (2016-2017) respectively, he acquired outstanding experience in land transactions drawn from below mandates:
Coordinate Systematic & Sporadic land registration programs at provincial level;
Contribute to the initiation of Land Administration Information System (LAIS) & Land Transactions Forms used to date;
Approve & issue land titles to daily update of (LAIS);
Appointed to coordinated the technical team for the Ad-hoc National Land Commission mandated to execute land sharing program in the Eastern Province (2007-2009);
He coordinated Districts Land bureaus under his Provincial jurisdiction in land transactions and Notarial services;
Trained Staff of District land bureaus & Sector Land Officers & Notaries
Outstanding Experience (2007-2017) Public Land Notary: The Managing Partner served as a Public Land Notary for over a decade (2006-2017), in all land related Acts that require to be witnessed by a Public Land Notary (i.e. land/real property transfers (sales, donations; exchanges, authentication of immoveable Wills, etc.);
Sector Land Notaries in his respective Provincial jurisdictions;

Certification of conformity of copies to originals for individuals’ demand & those kept by Banks (i.e. Company Registration Certificates, Tax/RSSB clearances, Land Titles, Yellow cards etc.;

Authentication of Abstract of Mortgage Agreements, Waiver of Mortgage rights over immoveable properties;

Academia Experiences (2018-2021) Lecturer/Trainer: The Managing Partner has been a visiting Lecturer at Institute of Legal Practice and Development (ILPD) offering Land Transactions, Land Policy and Law Governing Land in Rwanda, till to date. In the same line of capacity building the Firm initiated a training program in land transactions targeting to raise awareness in Banking Sector, beneficiaries including: One day training of Development of Rwanda (BRD), 3 days training of Kenya Commercial Bank (KCB) and two days training of The Legal Aid Forum (LAF) where sound knowledge exchange was demonstrated.
Professional Mediation: The Managing Partner is a Certified Professional Mediator from the renowned Edwards Mediation Academy. The Law Firm is associated with other skilled Mediators for complementarity purposes. The Law Firm mediates land related disputes at family levels, individuals and/or individual v Institutions, or Institutions v Institutions. Mediators within the Law firm have been trained enough to act professionally, for quality results.
Professional Land Survey and Land Valuation: The Law Firm is associated with Certified Professional Land Surveyors & Land Valuers with commendable status notably:
While Surveyors do complement the mission of Law Firm Lawyers in need of facts/truth about boundary disputes, Valuers also complement by determining values of immoveable properties under dispute based on values and also property values contribute in determining court-case admissibility by relying on value jurisdiction;
Surveyors also contribute a lot on topographic surveys & utility location surveys by use of Real Time kinematic GPS &total stations, tracking and localizing unknown locations of the land in question;
The Law Firm is complemented by Surveyors in condominiums surveys/subdivisions/identification of common elements in condominium Units, subdivisions of ordinary plots etc;
